The answer is found in the bible.  There are 94 duties found listed in the bible. 

A Minister must be an example onto the people, able to discern between holy and unholy, unclean and clean, and able to teach the word of God to the congregation. Leviticus 10:8-11

The minister has the authority to inaugurate and delegate authority to another Spirit-filled individual.  You are to obey that person as if you were obeying the minister or God. Numbers 27:18-20
A minister is to instruct his flock on the ways of God, how to approach Him, how to serve Him, how to pray to Him, how to love Him, how to be in unity with Him, how to hear Him, how to listen to Him, how to obey Him, and in addition, how to repent and lay down the flesh before Him.  All these things bring down reverent fear upon the people.  2 Kings 17:27-28
Teachers are appointed to prophecy to communicate the will of God in times of adversity and affliction; when the people are ready, the teacher will come. Isaiah 30:20
A minister will comfort His people after a judgment.  S/he will also continue to minister to the people with the word of God, preparing their hearts to receive the fullness of their salvation. Isaiah 40:1-3

It is imperative that a minister try very hard to have the people listen to the counsel and words of God.  Without this diligent work of the minister, the people will not turn from their evil path or behavior.  Jeremiah 23:22
The responsibilities of correction are for a minister and not given to the people to correct. Ezekiel 3:17-21

A minister is to give godly counsel from the unction of the Holy Spirit.  Malachi 2:7

Keys symbolize the ministers authority to open.  If John 20:23 be an explanation of the binding and loosing, as meaning remitting and retaining sins, then Acts 10:43 is an instance of its exercise.  By the proclamation of the Gospel, announcement is made that acceptance brings loosing from sin's guilt and penalty, and rejection leaves the sinner bound for judgment.  Matthew 16:19 and John 20:23
The meaning of this verse is, whatever you shall do in the discipline of the church shall be approved by God or bound in heaven.  This promise, therefore, cannot be understood as extending to all Christians but to His leadership.  The decision is reached through prayer, the Word, and the Spirit, will be ratified in heaven.  Matthew 18:18
The minister has to ascertain how to approach correction, with a rod or in love and a spirit of gentleness.  1 Corinthians 4:21
It is your duty to renounce sin, not abide with witchcraft mentality to manipulate or control for ones own selfish desires.  Instead, God will allow the manifestation of the His truth in you be revealed through everyones conscience.  2 Corinthians 4:1-2
Your conversations should not bring about strife among yourselves.  As a servant, you must not quarrel but be gentle to everyone, teaching, being patient, and correcting those who are in opposition to the truth.  Do this with humility so that God will grant them repentance and know the truth.  2 Timothy 2:23-25
PREACH IT.  Be ready at any time to convince, rebuke, and exhort with patience and teaching one the gospel of Jesus Christ.  2 Timothy 4:2

Excellent post!

 

I edited out my name, Im not yet a Pastor.

 

I think my email to you was confusing in that Im involved in my final paperwork to get Ordained. It is still a slow process and will take over a year for the actual ordination.

 

Im very Excited and am already praying about and for the Church that I pray God gives me the Blessing to Pastor at.

Call those things as though the were even though they are not!  

In God's eyes you are a pastor for He has already ordained you, like Samuel did to David.  

Man has to inaugurate you, that's just an earthy formality, even though it is necessary for the completion of your powers as pastor.  

In our church we speak life into each person that has a calling on their life, such as any of the five fold ministry titles.  It causes the person to walk in the integrity of the office.  So out of humility you took your name off but it would have been ok with me and with God...amen!
